Welcome to the Panther Pulse, a twice-monthly newsletter designed to give our community a look into how schools and school funding work. You can subscribe on our website to receive each edition in your inbox, and we always love answering questions submitted by our readers.

While our school buildings might seem quiet during the summer, preparing for a new school year is a massive behind-the-scenes operation. Here is a look at what goes into getting our district ready for day one:

June & July: Budgets & Big Projects Our year-round team—including central administration, finance, human resources, technology, facilities, transportation, and school nutrition—spends the summer on key focus areas including:
  • Financial Management: Closing out the previous fiscal year while finalizing the upcoming year's budget.
  • District Infrastructure: Carrying out major facility maintenance and technology overhauls that are difficult to complete when students are in the building.
  • Summer Operations: Running multiple summer school programs and providing summer meal services.

August: District-Wide Ramp Up Principals return full-time the first week of August to establish priorities, study updated regulations, and streamline operational procedures. Over the next few weeks, every department accelerates operations:
  • Technology & Logistics: Powering up and distributing student devices to classrooms, creating bus routes, and conducting practice route drives.
  • Student Services & Health: Registering new families, transferring records, and updating student health plans.
  • Operations: Distributing supplies to classrooms, conducting safety inspections, finalizing class schedules, planning menus, and ordering food.
  • Staff Onboarding: Completing background checks, issuing tech, and training new employees on core administrative systems.

The Final Countdown: Staff & Teacher Prep During the final stretch before doors open, our focus shifts to instructional prep:

New teachers complete a two-day orientation in mid-August covering curriculum guidelines and essential software like Infinite Campus.

In the four days before school starts, we bring back all staff.
  • Days 1 & 2 - All teachers (including new staff) receive specialized training and time for collaborative planning.
  • Days 3 & 4 - All district staff gather for final training sessions and classroom preparation to ensure a smooth, welcoming environment.

What a District Clerk & Finance Director Actually Does

Welcome back, Panther families and Belgrade community, to a brand-new school year and another season of Panther Pulse: Straight Talk on School Finance!

Whether your household is getting back into the rhythm of morning alarm clocks or you're just following along with how our schools run, we are thrilled to kick off another year together. As we jump into the fall, I wanted to share a little secret about public education: school districts are notorious for "maximizing" their people, which is a polite way of saying most of us wear multiple hats.

I serve as both your District Clerk and your Finance Director. That means two distinct jobs, two completely different rulebooks, and two separate evaluation processes. Here is how those two hats actually break down and help our district succeed.

Hat #1: The District Clerk

The Job: I act as the official custodian of district records, manage school elections, maintain district policy updates when state laws change, and help coordinate Board trustee training. I also build board packets and record official minutes for every meeting. If you go to the meetings I am the one behind two computer screens managing the cameras and typing the minutes!

Who It Helps:
  • The Board & Superintendent: helps to keeps governance running smoothly, legally, and transparently in close partnership with district leadership.
  • Staff & Community: helps to ensure public business is conducted in public (following Montana’s open meeting laws) and that official policies remain accurate and accessible.
Who Evaluates Me: The Board of Trustees evaluates this role annually.

Hat #2: The Finance Director

The Job: I manage the district's money. That includes building budgets, overseeing payroll, accounts payable, and accounts receivable, overseeing federal grants, prepping for audits, and handling state financial reporting. I also help communicate mill levy and bond information for our taxpayers.

Who It Helps:
  • Staff & Operations: Makes sure payroll goes out seamlessly and our bills stay paid, so teachers and students have the exact tools they need.
  • Students: Ensures every available dollar directly supports classroom learning, safety, and operational stability.
Who Evaluates Me: The Superintendent evaluates this role annually.

The Fiscal Year Crunch

While classrooms quiet down in June and July, our office hits peak season. Fiscal year close-out, state reporting (like the Trustees' Financial Summary), and finalizing next year's budget all hit simultaneously around June 30. While summer might seem like a slow period, it is easily my busiest time of year.

Serving Outside the District

To bring the best ideas and resources back to Belgrade, I also serve across a few state and local organizations:
  • Vice President, Montana Association of School Business Officials (MASBO)
  • Board Member, Gallatin County Investment Committee
  • Board Member, Montana School Group Insurance Authority (MSGIA)
  • Board Member, Statewide Bridged Health Insurance Trust
Two hats, zero boring days, and one core goal: keeping our district strong, stable, and focused on our students.

It’s Required by State Law: Montana law (MCA § 20-3-325) mandates that every school district board of trustees must employ and appoint a District Clerk. It is not optional—if the clerk is absent from a meeting, a trustee or employee has to be formally designated to take the official record!

Public Record Access: You don't have to file a special request to see how district funds are managed. Our complete financial archive—including annual budget reports, Trustees' Financial Summaries, and independent audit reports—is publicly accessible year-round on the School Finance Page of our website.

Annual School Election- Every May: Unlike general elections in November, regular Montana school trustee elections and school operational levy elections always take place on the first Tuesday after the first Monday in May.

Volunteer Service: Trustees are unpaid volunteers. They run in nonpartisan elections for 3-year staggered terms so that an entire board is never up for election at the same time.

The "No Double Dipping" Rule: Under Montana Code, a school board trustee cannot be employed in any capacity by their own school district. (The only rare exception allowed by law is officiating high school athletic events!)
